Occupation Safety and Health Management
Occupational safety and health management are integral to LITEON's core values of "customer satisfaction," "execution," "innovation," and "integrity," reflecting the company's commitment to these ideals. LITEON clearly defines the rights and responsibilities related to occupational health, safety, and hygiene within employee contracts and health and safety guidelines. For the year 2023, the company has outlined specific health and safety objectives: achieving zero serious occupational injuries and no fatalities, and successfully meeting these established standards.
Occupation Safety and Health Framework
To safeguard worker safety in the workplace, LITEON has implemented a comprehensive Occupational Safety and Health Management Policy. This includes appointing top plant managers at all production sites to establish Environmental, Health, and Safety (EHS) organizations and occupational health and safety management committees. The company also employs occupational safety and health officers who operate in accordance with international standards, such as ISO 45001 or equivalent. In 2023, this initiative covered 87% of employees, totaling 26,376 out of 30,237 individuals, and 88% of contractors, amounting to 29,259 out of 33,195 individuals based on the average monthly factory entries.
Prior to the annual external audits of production sites, LITEON conducts internal audits to assess its EHS implementation outcomes. The goal is to leverage the management cycle to facilitate continuous improvement and reduce the incidence of occupational disasters.
Currently, the verified production sites include those in Taiwan (Zhonghe Plant, Longtan Plant, Dayuan Plant, Kaohsiung Operations Center), China (Tianjin, Changzhou, Chang'an, Guangzhou, Huizhou, and several other plants), as well as locations in Thailand and Vietnam.
In 2023, the Occupational Safety Department in Taiwan merged the ISO 14001 and ISO 45001 systems to create LITEON's proprietary management system, which will be gradually rolled out to international plants based on future operational conditions. Some facilities in Taiwan, such as NH and CH, have already adopted the system, with verification completed in the first quarter of 2024.
Risk Classification Management for Accident and Disaster Prevention
LITEON places a strong emphasis on the safety and health of its employees, adhering to the principles of early prevention, zero accidents, and zero hazards. This commitment encompasses not only the company’s routine operations but also extends to contractors and visitors conducting activities within LITEON's facilities. Management representatives oversee the review and approval processes for hazard identification and risk assessment, ensuring that necessary actions are taken by EHS and unit heads at the plants once hazards are confirmed.
Regular health and safety meetings are conducted at all plants, and both internal and external audits are performed to assess the effectiveness of hazard identification and risk assessments. These discussions allow for the revision of processes as required, and all plants maintain compliance with local regulations and ISO 45001 standards while executing risk assessments to fulfill the objective of achieving zero accidents and zero hazards.
New employees receive orientation training that outlines their health and safety responsibilities while highlighting the significance of self-protection. Following the guidelines for "potential imminent danger" as stipulated in Article 18 of the Occupational Safety and Health Act and Article 25 of its Enforcement Rules, the company instructs employees to report any imminent dangers they encounter and retreat to a safe location. Employees are encouraged to promptly report any safety issues to a plant administrator, nurse, or occupational health and safety officer. Importantly, there were no recorded penalties due to safety concerns raised by employees, nor any instances of employees seeking shelter for safety reasons in 2023.
In the event of an accident, each LITEON unit is required to promptly notify the occupational safety department and implement necessary first aid and relief measures. Following the immediate response, an accident investigation team is assembled to conduct a thorough investigation. Based on the findings, corrective and improvement measures are implemented. Once these corrections or improvements are completed, a new risk assessment is conducted to ensure ongoing effective risk management.
Worker Engagement, Communication, and Training
LITEON's production sites are primarily located in Taiwan, China, Thailand, Vietnam, and India. In Taiwan, local laws mandate that companies establish an occupational health and safety committee to oversee matters related to workplace health and safety. Regular meetings are convened to address various health and safety issues, including:
- Health and safety management
- Education and training programs
- Health management
- Prevention of occupational diseases
- Health facilitation
- Automated examinations and safety audits related to machines, equipment, or raw materials
- Prevention of material hazards
- Reports on occupational accident investigations
In line with Taiwan’s "Occupational Safety and Health Management Measures," the Occupational Safety and Health Committee is composed of employers, department heads, safety and health managers, safety-related personnel, and labor representatives. The highest EHS supervisor serves as the management representative. The committee holds quarterly meetings where members provide suggestions on the company’s safety and health policies, deliberating, coordinating, and recommending necessary improvements in safety and health procedures.
Although there's no legal requirement for similar committees at LITEON's overseas plants, the EHS enforcement unit conducts regular meetings to discuss and determine the direction for implementing occupational health and safety practices in each factory, as well as the areas needing improvement. The Occupational Safety Division is responsible for coordinating safety and health affairs across the organization.
Occupational Health Services
LITEON provides pre-employment checkups for new hires as well as regular physical examinations for active employees. LITEON has installed nurses and emergency care staff in all plants to ensure necessary measures are taken in case of emergency. LITEON hires trained doctors to be stationed in the plants/sites and professional medical assistance for its employees. In addition, information on the health services, medical assistance and occupational illness prevention provided by the company is given as part of orientation training for new hires.
Comfortable working environment
LITEON sets up well-equipped fitness centers and libraries for employees as part of a healthy and comfortable work environment. Spacious and comfortable cafeterias not only save employees the trouble of eating out, but allow the company to safeguard food safety for its employees. Friendly onsite services available in the plants include travel agencies and cafes.
Implement Training to Raise Safety and Health Awareness
LITEON adheres to local regulations and requirements by providing essential safety and health training to new employees. The company regularly organizes health and safety training sessions, which cover topics such as electrical safety, hazardous chemical management, and first aid. To promote fire prevention and safety, LITEON conducts regular fire drills to enhance employee awareness of basic fire prevention practices.
For employees engaged in particularly hazardous work, necessary safety and health training is provided in compliance with relevant laws and regulations, such as training for tasks involving radiation.
Additionally, miscellaneous workers who are not direct employees receive health and safety training through pre-entry hazard disclosures, work safety analyses, and safety reminders. Ongoing safety supervision during operations, along with periodic health and safety information, encourages all workers to prioritize a culture of health and safety.
Occupational Injury and Illness Prevention
To mitigate occupational diseases and accidents, all facilities have established Environmental, Health, and Safety (EHS) promotion task forces. These teams collaborate with both internal and external audits, including annual evaluations focused on environmental, safety, health, and fire safety standards. They are responsible for overseeing all environmental health and safety initiatives across the organization. Achieving a zero-accident workplace is a critical performance and management metric. In adherence to EHS regulations and management systems, LITEON monitors occupational injury statistics in the following ways:
- In 2023, the global frequency rate (FR) for disabling injuries was 0.47
- The global severity rate (SR) for disabling injuries in 2023 was recorded at 7
- The total number of reportable occupational injuries was 37
LITEON is committed to implementing essential measures, including engineering improvements, administrative management, and training programs, to minimize the likelihood of occupational hazards. Internal data indicates that the most common workplace accidents involve mechanical injuries and falls. To counter these, LITEON will focus on enhancing safety measures through engineering improvements, refining administrative procedures, and ensuring the proper use of personal protective equipment, such as safety goggles, to prevent the recurrence of similar injuries.
Furthermore, the quantification and electronic management of occupational safety and health data will provide department heads and employees with insights into their departments' shortcomings. This data can also serve as a reference for identifying deficiencies in other departments, thereby reducing the risk of related hazards or accidents.
